Regarding Eastglen Leisure Centre, what is the purpose and definition of “high adjusted subsidy per user”?

Using a measure of adjusted subsidy per user allows the City to understand the degree of which each user or participant is subsidized by the tax-levy.  It is another measure of financial performance and indicates the degree of general tax-levy assistance required for each user/participant visit of the facility.

 

In this review, the subsidy per participant is the total operating cost less revenues, divided by the total attendance of the facility.

 

Note that capital renewal costs were excluded from this analysis.  Additional costs would typically increase the subsidy per user.
