If Edmonton over assesses property values by 30% - 40% that could generate extra tax dollars for raises and benefits for city employees.

The amount of property tax collected is determined by the amount set in the budget, rather than assessment. Once the total amount of tax to be collected has been set, assessment is the means to divide that amount fairly among property owners, who will see their share rise only if their property has gained more, or lost less, assessment value than others in its class. An even city-wide over-assessment would result in no change to property tax amounts or their distribution.
