Recommendations related to the Eastglen Leisure Centre were based on considerations such as overall attendance and financial support required. Factors such as the Leisure Access Program (LAP) usage were also considered in the evaluation of all City of Edmonton facilities. Council has not had a chance to weigh in on how to balance budget considerations with the value of the service to the community.
In terms of affordability, the City of Edmonton offers the Leisure Access Program (LAP). The LAP Annual Program provides unlimited access to participating facilities (including Commonwealth Recreation Centre) and includes discounts on registered programs (daycamps, art classes, swimming lessons etc) through an Annual Program or Monthly Pass. An individual may qualify for the LAP Annual Program depending on multiple criteria.

LAP Monthly Pass provides a subsidized pass for low-income Edmontonians near the low income threshold. The monthly passes are $20/month, while family passes are available for $70/month.
In addition to LAP, the Edmonton Federation of Community Leagues has partnered with the City of Edmonton to offer the Community League Wellness Program offering admission incentives to enjoy the City's sports and recreation facilities.
