$200 million of unconstrained funding — can you put that in perspective compared to past years? How much does Council typically have to do with what they please?

The amount of unconstrained (not committed to other projects or dedicated to a certain type of project) money that Council can spend varies from budget to budget. However, we have lost some funding from the Province, including $240 million from the Municipal Sustainability Initiative funding, between the last budget and this one. The result is that we have much less than in previous years.
